57位科技工作者获2008年度何梁何利奖

何梁何利基金2008年度颁奖大会10月29日在北京举行，57位科技工作者分获不同奖项。
中共中央政治局委员、国务委员刘延东致信祝贺。全国人大常委会副委员长严隽琪、全
国政协副主席万钢出席颁奖大会并为获奖者颁奖。
刘延东在贺信中首先代表国务院向获奖科技工作者表示热烈祝贺，向全国科技工作者致
以亲切问候，并向基金捐款人表示敬意。她指出，在中央人民政府和香港特区政府关怀
和支持下，由香港爱国金融实业家何善衡、梁銶琚、何添、利国伟先生捐款创建的何梁
何利基金，已经成为我国社会力量设立的科技奖励中规模最大、影响最广的成功范例。
希望获奖科学家和广大科技工作者再接再厉，努力提高自主创新能力，为建设创新型国
家谱写更辉煌的篇章。
1994年创立的何梁何利基金旨在奖励内地杰出科学家，14年来共有800多位优秀科技工
作者获奖。在2008年度奖项中，北京航空航天大学教授房建成获得“科学与技术成就
奖”，伍小平等38人获得“科学与技术进步奖”，陈建峰等18人获得“科学与技术创新奖”。

蔡天文荣获国际统计学“考普斯”奖

北京时间8月7日9时许，在美国丹佛市，在众人的掌声和祝福声中，浙大校友、美国宾州大学
沃顿学院终身教授蔡天文（T.Tony Cai）走上领奖台，成为2008年度世界统计学“考普斯”奖
(COPSS: The Committee of Presidents of Statistical Societies)唯一的获得者。
“考普斯”奖(COPSS Presidents' Award)设于1976年，是由美国统计学会，国际数理统计
学会、美国东、西部生物统计协会及加拿大统计学会等5个统计学会的会长组成的委员会
（The Committee of presidents of statistical Societies）提名评定，每年度评选一位
40岁(含40岁)以下的全球统计学最杰出的学者。此奖项自1981年始至今共有28位统计学家获奖。
蔡天文教授1986年毕业于杭州大学数学系，1989年上海交通大学硕士毕业后赴美国康
纳尔大学攻读博士。2000年获美国国家科学研究基金，不久被聘为美国宾州大学教授，博
导，成为宾州大学历史上最年轻的终身教授之一。2006年当选国际数理统计学会会士
（Fellow, Institute of Mathematical Statistics）。此次，蔡天文教授获奖，主要
是因为他对统计学，特别是统计决策理论、大范围多重假设检验、高维统计推断、小波
方法与应用、函数数据分析和非参数函数估计学等六个方面做出了重大贡献。目前，
蔡天文兼任4个专业领域中最权威刊物《The Annals of statistics》、
《Journal of American Statistical Association》、《Statistia sinica》、
《Statistics Surveys》的副主编。
今年40岁的蔡天文是浙江省瑞安城著名的“博士之家”蔡家的老大。其父亲蔡笑晚培
养的6个子女中，5人是博士，1人是硕士，除长子蔡天文外，次子蔡天武现是美国高盛公司
副总裁，小女儿蔡天西是哈佛大学年轻副教授。

教育部调整2009年全国优博论文评选工作
4种博士学位论文不再被接受参加全国优秀博士学位论文评选

教育部日前在其官方网站发布通知，对2009年全国优秀博士学位论文评选工作进行了适当调整。
一、参加本次评选的学位论文，主要为2006年9月1日至2007年8月31日在国内学位授予单位获
得博士学位者的学位论文，在2002年9月1日至2006年8月31日获得博士学位者的学位论文，如确
属优秀且未被评为全国优秀博士学位论文的，需校外3名同行博士生导师联名推荐方可参评。
二、从2009年起，全国优秀博士学位论文评选不再接受下列博士学位论文：
1.博士学位论文答辩前已获得副高级以上职称（含副高级）的作者所撰写的博士学位论文；
2.已参评过两次全国优秀博士学位论文评选的博士学位论文；
3.攻读博士学位期间在本学科高水平期刊未发表过学术论文（要求第一作者或除导师之外
的第一作者）的作者所撰写的学位论文；
4.涉密的博士学位论文。
三、为使评选工作公平、公正，各单位在报送论文时，一律报送原存档论文或其复印件，
除此之外，不再提交其它任何辅助证明材料。若原论文用中文以外的文字撰写，还须再报
送该论文不少于5000字的详细中文摘要。
四、各省（自治区、直辖市）学位委员会负责组织本省（区、市）范围内的初选工作。中国
科学院所属学位授予单位的论文初选工作由中国科学院人事教育局组织进行。初选工作要统
一组织进行，有关初评意见须在相关推荐表中予以反映。
五、通讯评议的具体工作，委托教育部学位与研究生教育发展中心组织进行。有关报送参
评学位论文及其相关材料的其它事宜，由该中心另行通知。

到）在江西省南昌市举行。本届会议由中国计算数学学会主办，北京大学数学科学学院承办，中
国科学院大气物理研究所大气科学和地球流体力学数值模拟国家重点实验室(LASG)、北京应用物
理与计算数学研究所、中国科学院计算数学与科学工程计算研究所科学与工程计算国家重点实
验室(LSEC)、中国科学院力学研究所非线性力学国家重点实验室（LNM）、北京航空航天工大学
理学院和南昌航空大学数学与信息科学学院协办。
本届会议学术报告形式包括45分钟的大会邀请报告和25分钟的交流报告。
会议热忱欢迎全国从事流体力学数值方法、大气海洋数值模拟、物理气体动力学理论和计算方法
的科研、业务、教学、工程技术人员积极报名参加。
