Biography
Ir Dr Julian Kwan graduated from the University of Hong Kong and obtained a BEng degree in Civil Engineering. He is an alumni of the Polytechnic University with an MSc degree in Geoinformatics. He obtained a PhD degree in the Imperial College of the UK his research in hydraulics engineering.
He has been working in the construction industry for over 20 years. He is now Assistant Director (Technical) of CEDD. He is in charge of promoting and facilitating adoption of innovation and technology in delivering CEDD’s service.

Building a Smart, Sustainable and Resilient Hong Kong
Abstract
The Civil Engineering and Development Department (CEDD) has been taking forward a number of mega projects including the Northern Metropolis, and the Kau Yi Chau Artificial Islands in the Central Waters under the Lantau Tomorrow Vision, which would be the major sources of land supply in the next 20 to 30 years, for supporting the sustainable growth of Hong Kong. Besides, CEDD is a technical arm of the HKSRA Government to management landslide risk and coastal hazards.
In delivery the service, CEDD has been pursuing collaboration and partnership with academics and industrial practitioners on taking forward numerous smart initiatives to drive advancements in land development, infrastructure construction and climate resilience building. With the concerted efforts of CEDD and their strategic partners, the cross-organizational collaborations have successfully harnessed emerging technologies to produce novel engineering solutions.
