Prevention through design (PtD) is a comprehensive approach to addressing safety and health issues by “designing out” hazards and minimizing residual risks.

Health and Safety by Design manages health and safety risks throughout the lifecycle of structures, plants, substances, or other products. Designers are in a solid position to make work healthy and safe from the start of the design process.
——Health and Safety by Design (New Zealand)
Safe design means integrating control measures early in the design process to eliminate or, if this is not reasonably practicable, minimise risks to health and safety throughout the life of the structure being designed.

Design for Safety (DfS) identifies potential hazards and reduces health and safety (H&S) risks through adequate design, as earlier in the conceptual and planning phases and throughout the project lifecycle.
