Head of Spatial Data Office, Development Bureau, The Government of the HKSAR 

Sr CHAN possesses over 20 years professional experiences covers engineering surveying, hydrographic surveying, cadastral surveying and geospatial data analysis/management. Over the past few years, Sr CHAN has been actively involved in the smart city and Common Spatial Development Infrastructure (CSDI) development.

Topic: Present Spatial Data Co-create Smarter City Map Our Future
Abstract: The Development Bureau and the Lands Department (LandsD) have launched the Common Spatial Data Infrastructure (CSDI) portal (portal.csdi.gov.hk) and the 3D Visualisation Map dataset, making them freely accessible to the public. As a key initiative under Hong Kong's Smart City Blueprint, the CSDI offers a comprehensive map-based digital platform for open sharing of the government's spatial data. This seminar, led by Sr CHAN from the Development Bureau, will provide an overview of the CSDI and showcase its potential through various use cases, inspiring participants with the possibilities of shaping Hong Kong into a smart city.

Assistant Director/Survey and Mapping, Lands Department, The Government of the HKSAR

Mr Alex Chu is the Assistant Director/ Survey and Mapping, Lands Department of the Government of Hong Kong Special Administrative Region, overseeing the administration of the survey and mapping office’s headquarters, regional survey and plan production operations, street naming, spatial data project management, development of the 3D digital map, Government BIM Data Repository and 3D underground utilities database.  Mr Chu has extensive experience in cadastral survey, engineering survey, spatial data modelling and the development and maintenance of spatial databases,  BIM/GIS integration and BIM data sharing for land information management, web mapping, highway maintenance, emergency services and infrastructure data management.

Abstract: Survey and Mapping Office (“SMO”) of the Lands Department has been transformed from a traditional mapping agency to a geospatial data agency.  In recent years, SMO provided technical support to the Development Bureau in the development of the Common Spatial Data Infrastructure, 3D digital map, Government Building Information Modelling (“BIM”) Data Repository and Underground Utilities Information System.  Mr Chu will introduce the work of SMO on the above spatial data initiatives and SMO’s effort in leveraging the data to support smart city development.

Director of SCRI & Chair Professor of Geographical Information Science and Remote Sensing

Professor John Shi is currently the Director of Otto Poon Charitable Foundation Smart Cities Research Institute of PolyU, Chair Professor in Geographic Information Science and Remote Sensing. He is Academician of International Eurasian Academy of Sciences, Fellow of Academy of Social Sciences (UK), Fellow of The Hong Kong Institute of Surveyors, and Fellow of Royal Institution of Chartered Surveyors. He earned his doctoral degree from Germany in 1994. Professor Shi also serves as President of International Society for Urban Informatics and Editor-in-Chief of the international journal Urban Informatics.

His research covers urban informatics for smart cities, geographic information science and remote sensing, artificial-intelligence-based object extraction and change detection from satellite imagery, intelligent analytics and quality control for spatial big data, and mobile mapping and 3-D modelling based on LiDAR and remote sensing imagery. He has published over 300 research articles in journals indexed by Web of Science and 20 books. He is among the world’s top 2% cited researchers had owns over 40 patents.


Professor Shi has won State Natural Science Award, China’s highest award for fundamental research, in 2007; Distinguished Scholar Prize by CPGIS and Smart 50 Awards (US) in 2021; Gold Medals in 2021 & 2023 International Exhibition of Inventions Geneva; Founder’s Award by International Spatial Accuracy Research Association in 2020; Science and Technology Progress Award in Surveying and Mapping (Grand Award) in 2017; and Wang Zhizhuo Award by International Society of Photogrammetry and Remote Sensing in 2012.
