簡啟文博士自2003年於國立台灣大學獲得學士學位後，便成為職業治療師。在加入香港理工大學之前，他於2010年在澳洲蒙納士大學(Monash University)獲得職業治療學博士，接著在澳洲昆士蘭大學 (The University of Queensland) 從事三年的博士後研究員工作。在這段期間，他評估與治療過許多肢體、發展或智力障礙的孩童以及他們的家庭。
簡博士對家長教練（特別是利用職能表現輔導）以及研究兒童參與家庭和社區活動有著濃厚的研究興趣。他還開發了幾種與兒童手部功能相關的測量方法，並使用現代測試理論（例如Rasch Measurement Model）驗證了許多現有康復治療相關測量方法的心理測量特性。此外，他還建立並監察兩個線上資料庫：兒童手部技能評估資料庫和職業治療理論資料庫。這些資料庫記錄了各種兒童精細運動評估和職業治療理論、模型和框架，用於研究和教學。
