Is it design for safety (DfS) or safety by design?
Since people began to realise the importance of design for safety, there have been several studies undertaken in recent years. Different terms have been used for DfS:

What's the definition of design for safety?
Prevention through design (PtD) is a comprehensive approach to addressing safety and health issues by “designing out” hazards and minimizing residual risks.
