Zahoor, BRE PhD Student,receiving OSH Best Project Award

 Mr. Hafiz Zahoor Ahmad Khan, our PhD student, is awarded the Best Project Award 2016of the Occupational Safety and Health Council (OSHC)for his outstanding research project‘Investigating the Relationship between Safety Climate and Safety Performance in the Construction of Multi-storey Buildings in Pakistan’. This Best Project Award aims to promote the importance of occupational safety and health to the public, particularly,post-secondary students in Hong Kong. In 2013,under Ir Prof. Albert Chan’s supervision, Zahoor started his PhD study investigating ‘the relationship between safety climate and safety performance in the construction of multi-storey buildings in Pakistan’ in our Department. Also, the research topics ranging from construction health and safety, risk management, overseas construction to rehabilitation work are of great interest to Zahoor. BRE Student Winning CIOB(HK) Outstanding Student Awards (2015-16)

In the Outstanding Student Dissertation Awards (2015-16) organized by the Chartered Institute of Building (Hong Kong), one alumni of the Department of Building and Real Estate (BRE) of PolyU was rewarded for her final year dissertation announced on 1 August 2016. Under the bachelor degree category, Miss Yeung Hang-man, Hannah (楊杏敏) was the prize winner from PolyU with her empirical study of evaluating the construction time performance of high-rise private commercial building projects in Hong Kong. She was a full-time surveying degree graduate (quantity surveying specialism) in June 2016 with First Class Honours and a final overall GPA score of 3.85 out of 4, whose dissertation was supervised by Dr Daniel W.M. Chan, Associate Professor and Associate Head of BRE. Hannah has been working for Dragages Hong Kong Ltd as an Assistant Quantity Surveyor (AQS) since July 2016. The primary goals of these awards are to promote excellence in project management in construction and to recognize students with outstanding academic achievements. The awards were based on the quality of student’s own work for final year project/dissertation completed in the academic year 2015-16, the contents of which should be focused on the pertinent aspects of construction project management. The winner received an award certificate and a prize cheque of HK$1,000 at the CIOB(HK) Fellowship Reception cum Outstanding Student Dissertation Awards Presentation Ceremony 2016 held on Friday, 25 November 2016 at the British Consulate-General, Admiralty, Hong Kong.

New Book Title Target Cost Contracting Strategy in_3

New Book Publication on Target Cost Contracting Strategy by BRE Academic Staff (Dr Daniel Chan)

The problems inherent in the traditional design-bid-build procurement method often lead to adversarial working relationships within the construction industry. Target cost contracts, accompanied by a gain-share/pain-share arrangement serving as a cost incentive mechanism, have emerged in the United States, the United Kingdom, Australia and Hong Kong with the aim of achieving better value for money and more satisfactory overall project performance under a collaborative working relationship. Based on 10 years of research and teaching experience of the authors in target cost contracts, this book presents the underlying principles and practicalities of applying the target cost contracting strategy, along with a series of short case studies. Principles begin with the fundamentals, then cover the development of target cost contracting in major countries/cities, definitions of target cost contracting, perceived benefits, potential difficulties and critical success factors for implementation. Practices include the target cost contracting approach and process in general, and the key risk factors, risk assessment model, risk allocation and risk mitigation measures for target cost contracts in particular, together with a conceptual framework for the performance measurement of target cost contracts. Several short real-life case studies from the United Kingdom, Hong Kong, Australia and New Zealand are provided for further illustration. Since the book draws on a combination of research outcomes from academia and practical case studies from the industry, a wide spectrum of readers will find it useful and informative, from undergraduate students to industrial practitioners. Dr Daniel W.M. Chan is an Associate Professor in Construction Project Management and the Associate Head (Teaching and Learning) at the Department of Building and Real Estate of The Hong Kong Polytechnic University. He has published over 200 research papers on the broad theme of project management in leading construction management journals and international conference proceedings. Dr Joseph H.L. Chan is a Lecturer in Housing Management at the School of Professional Education and Executive Development (SPEED) of The Hong Kong Polytechnic University. To date, he has produced over twenty publications, including journal papers, international conference papers, consultancy reports and other written outputs related to construction procurement management. Patrick’s Insightful Sharing at ‘7th Principles for Responsible Management Education Asia Forum’

Dr. Patrick Fong, our Associate Professor and Associate Head (Partnership) was invited by Faculty of Business, PolyUto share his refreshing views at the ‘7th Principles for Responsible Management Education (PRME) Asia Forum’ with the main theme of ‘Stakeholder Engagement for Responsible Management Education in Contributing to the Sustainable Development Goals (SDGs)’on 6 and 7 July. Dr. Fong gave a presentation in the session, ‘Beyond business schools: Involving other faculties in contributing to Sustainable Development Goals (SDGs)’followed by a panel discussion. Sustainability is a topic important not just for business schools but for other faculties as well. In fact, different fields should work together, each contributing in their ways, to help achieve sustainability for the future. Dr. Fong had shed light on how the construction and environment disciplines have contributed to SDGs and presented the latest development/thinking in providing a better and more sustainable physical built environment as well as protecting our planet in a responsible and resourceful manner.Interesting questions were raised to the panel members from the floor following their presentations.

In the recent ‘15thAcademic Conference for Postgraduate Students in Construction Management and Real Estate’, our research student,Mr. Robert Osei Kyei gave a very wonderful presentation on ‘Developing a Project Success Index (PSI) for Public-Private Partnership (PPP) projects in Developing Countries: A Fuzzy Synthetic Evaluation Approach’. No wonder Robert was awarded the two prizes ‘The Best Presentation/Paper Award’ and ‘The Best Presenter Award(Voted by Audience)’. Organized by the Hong Kong Polytechnic University CIB Student Chapter, the Conference aimed to provide an ideal platform for research students of different universities to share their studies in the area of Construction, Civil Engineering and Real Estate.Robert’s comprehensive presentation received a round of very appreciative applause from the judges and the audience. Under the supervision of Prof. Albert Chan, Robert’s paper is to develop a pragmatic model for quantifying the success of public-private partnership projects in developing countries using fuzzy set theory. The model consists of three critical success criteria groupings for PPP projects in developing countries.These include local development and disputes reduction,profit,cost and technical specifications. Practitioners in developing countries can use the success index equation to determine the success levels of their projects in a more practical and objective manner.In addition, the success of two or more PPP projects can be compared on the same basis for bench marking purposes. Congratulations to Prof. Geoffrey Shen and Helen Zheng Wei! Their paper 'Critical Issues in Spatial Distribution of Public Housing Estates and their Implications on Urban Renewal in Hong Kong' is selected as a Highly Commented Paper in the 2016 Emerald Literati Network Awards for Excellence.
