Dr Leung is one of Hong Kong’s most seasoned senior executives in information and communications technology (ICT). He has been at the management level in top multinational ICT companies for 30 years.

As General Manager at Sun Microsystems in Hong Kong in 1994, Dr Leung leveraged the company’s global university support resources and donated a HK$3,000,000 Sun Microsystems Technology Laboratory to the PolyU Student Computer Centre.

Since graduating from PolyU’s DBA programme, Dr Leung has actively supported and given back to PolyU. With his extensive experience in the ICT industry, in 2023 Dr Leung accepted the invitation of Prof. Jiannong Cao, Dean of the Graduate School, and Prof. Daniel Lai, Former Vice President, to serve as a member of the Graduate School Industry Network Committee. Over the past five years, Dr Leung has also shared his experience in different fields—including organisation management, e-commerce, and marketing strategies—at many PolyU events and lectures.

Dr Leung also works closely with different PolyU departments to provide best-fit ICT solutions and professional services. These include providing a high performing computer system for the PolyU Data Centre and Management Office, and conducting seminars on the latest developments in technology such as AI and Smart City.

Under Dr Leung’s leadership as Managing Director, Hong Kong and Macau, Hewlett Packard Enterprise (HPE) hired 20 fresh PolyU graduates between 2019 and 2023. Of HPE’s 300 staff in Hong Kong, over 50 are PolyU graduates. Dr Leung will continue to help PolyU, especially the Department of Management and Marketing, nurture more graduates.

Dr Leung is keen on driving the development of the local ICT industry as well as coaching and nurturing local ICT talent. He is also very focused on developing ESG particularly the ‘Social Impact’ component.
