Updated information on Coronavirus Disease 2019 (COVID-19)
Government further tightens social distancing measures and Specifications under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation to be gazetted

In view of the development of COVID-19 epidemic situation in Hong Kong, the Government announced on November 30 to further tighten social distancing measures under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F). The Government strongly urges all members of the public to stay at home as much as possible, avoid going out unless necessary, dine out less often, reduce the frequency of all mask-off activities, and stop all unnecessary social activities, especially meal gatherings across family bubbles.

The following measures will take effect from December 2 for a period of 14 days till December 15, 2020.

(I) Catering premises and scheduled premises (details at Annex 1)

1.        From 10pm to 4.59am of the subsequent day, save for specific premises (details at Annex 2), a person responsible for carrying on a catering business must cease selling or supplying food or drink for consumption on the premises of the business; and close any premises, or part of the premises, on which food or drink is sold or supplied by the business for consumption on the premises. The premises concerned may still sell or supply food and/or drink for takeaway services and deliveries. A person responsible for carrying on a catering business is also required to put up a notice at the entrance to the catering premises to remind customers that food or drink should not be consumed in areas adjacent to the catering premises;
2.        No more than two persons may be seated together at one table within any catering premises;
3.        All amusement game centres, places of amusement, places of public entertainment (including museums, cinemas and theme parks, except performance venues), karaoke establishments, mahjong-tin kau premises and swimming pools must be closed. Bars or pubs, bath-houses, clubs or nightclubs and party rooms will continue to be closed;
4.        Persons in fitness centres or indoor sports premises must wear masks at all times (except when having a shower or drinking).  No more than two persons may be allowed in each training group or class including the coach, i.e. only one-on-one classes are allowed. Spectator stands in sports premises must be closed;
5.        Persons in beauty parlours and massage establishments must wear masks at all times (except when having facial treatments).  No more than two persons may be allowed in each partitioned service area, i.e. only one–on-one services are allowed;
6.        Places of public entertainment for live performance can only be open without live audience. Also, performers must always wear masks as far as feasible; and
7.        Other requirements and restrictions on catering business and scheduled premises will be maintained, including the following requirements – the number of customers in catering premises must not exceed 50 per cent of the seating capacity; persons must not consume food or drink and must wear a mask when they are away from the table in catering premises; no live performance and dancing is allowed in catering premises and meeting rooms or function rooms of club-houses; the number of people participating in banquets in catering premises is limited to 40; catering premises and scheduled premises must display the "LeaveHomeSafe" venue QR code obtained at the entrance of the premises or at a conspicuous position; and no more than four persons may be allowed in a guest room or a rental unit in hotels/guesthouses. Facilities involving higher health risks such as steam and sauna facilities and ball pits will continue to be closed. The relevant requirements and restrictions are also applicable to scheduled premises in club-houses.
     
(II) Mask-wearing requirement

8.        The mandatory mask-wearing requirement under the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) is extended.

(III) Group Gathering

        Apart from the above measures, the Government plans to amend the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) to further tighten requirements on group gatherings. Details will be announced later.

Moreover, in view of the global development and severity of the COVID-19 pandemic situation, the Government announced on November 30 that it will gazette the specifications under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H) to include Romania as a specified place starting from December 7 to more effectively combat the epidemic. The Government has earlier introduced Cap. 599H to impose testing and quarantine conditions on travellers coming to Hong Kong from very high-risk places to reduce the health risk they may bring to Hong Kong. The Secretary for Food and Health (SFH) has previously published in the Gazette specifications on the relevant measures applicable to 17 specified places (i.e. Bangladesh, Belgium, Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, Russia, South Africa, Turkey, the United Kingdom and the United States of America) and adjusted the relevant conditions having regard to the circumstances on the ground since the implementation of the regulation.

政府進一步收緊社交距離措施  政府就《預防及控制疾病(規管跨境交通工具及到港者)規例》下的指明刊憲

因應本港2019冠狀病毒病的疫情發展,政府於11月30日公布進一步收緊《預防及控制疾病(規定及指示)(業務及處所)規例》(第599F章)下的社交距離措施。政府強烈呼籲所有市民盡量留在家中,避免不必要的外出,減少在外用膳以及所有涉及不佩戴口罩的活動,停止所有不必要的社交活動,尤其是跨家庭圈的聚餐。

以下措施將於2020年12月2日至12月15日的十四日期間內生效:

(1)餐飲業務及表列處所(詳情見附件一)

(一)每天晚上十時起至翌日上午四時五十九分,除特定處所(見附件二)外,餐飲業務負責人須停止售賣或供應供在有關業務的處所內進食或飲用的食物或飲品;及如該業務在某處所(或某處所的部分範圍)售賣或供應食物或飲品,供在該處所內進食或飲用,餐飲業務負責人須關閉該處所或該範圍(視乎屬何種情況而定)。受影響處所將可繼續以外賣及外送方式售賣或供應食物及/或飲品。餐飲業務負責人亦須於餐飲處所入口處張貼告示,提醒顧客不應於餐飲處所毗連的地方進食或飲用食物或飲品;
 
(二)餐飲處所內不得有多於二人同坐一桌;
 
(三)關閉所有遊戲機中心、遊樂場所、所有公眾娛樂場所(包括博物館、電影院及主題公園,表演場所除外)、卡拉OK場所、麻將天九耍樂處所及泳池,以及繼續關閉酒吧或酒館、浴室、夜店或夜總會及派對房間;
 
(四)健身中心及室內體育處所內的人士必須一直佩戴口罩(淋浴及飲用飲品時除外)。連教練在內,每一訓練小組或課堂不得超過兩人,即課堂上只可進行單對單授課。體育處所內的觀眾席必須關閉;
 
(五)美容院及按摩院內的人士必須一直佩戴口罩(接受面部護理時除外)。每一個被分隔的服務範圍不得超過兩人,即只可進行單對單服務;
 
(六)作現場表演的公眾娛樂場所只限在沒有現場觀眾的情況下開放,演出者亦須在可行的情況下一直佩戴口罩;及

(七)繼續維持其他就餐飲業務及表列處所的規定及限制,包括餐飲處所內的顧客人數上限為通常座位數目上限的五成,餐飲處所內離開餐桌時不得飲食並必須佩戴口罩,禁止在餐飲處所及會址內的會議室或多用途室內進行現場表演及跳舞活動,限制在餐飲處所舉行的宴會活動人數至40人,餐飲處所及表列處所須展示「安心出行」場所二維碼在入口或當眼位置,酒店及賓館每間客房或出租單位內不得有超過四人,以及關閉衞生風險較高設施,包括蒸汽浴、桑拿設施及波波池等。會址內的表列處所亦須遵守相關規定及限制。
 
(2)佩戴口罩要求
(八)延續《預防及控制疾病(佩戴口罩)規例》(第599I章)下強制佩戴口罩的要求。

(3)羣組聚集
除了上述措施外,政府正準備修訂《預防及控制疾病(禁止羣組聚集)規例》(第599G章)以進一步收緊羣組聚集的規定,詳情會於稍後公布。

另外,鑑於全球2019冠狀病毒病的疫情發展和嚴峻程度,政府於11月30日公布會就《預防及控制疾病(規管跨境交通工具及到港者)規例》(第599H章)的最新指明刊憲,由12月7日起將羅馬尼亞加入指明地區,以更有效應對疫情。政府早前訂立第599H章,就從極高風險地區到港人士實施檢測及檢疫條件,以減低他們為香港帶來的衞生風險。食物及衞生局局長已在較早時候刊憲指明有關措施適用於17個指明地區(即孟加拉、比利時、厄瓜多爾、埃塞俄比亞、法國、德國、印度、印尼、哈薩克斯坦、尼泊爾、巴基斯坦、菲律賓、俄羅斯、南非、土耳其、英國及美國),並因應規例實施以來的實際情況調節相關條件。
