Prof. Eric Chui, Head of the Department of Applied Social Sciences (APSS) and PReCIT Co-Director of The Hong Kong Polytechnic University, explained in an interview with South China Morning Post that lower social and problem-solving skills and a lack of motivation are reasons of the rising number of young offenders involved in money laundering and fraud cases in the first half of 2023.
He urged moral education in Hong Kong to nurture youngsters’ sense of empathy and hope for their future in order to tackle the crux of juvenile delinquency.
