The Project Delivery Capability Programme (PDCP) is a systematic training initiative designed to enhance the skills of mid-tier project management practitioners. This programme seeks to improve their professional competencies and elevate their project delivery capabilities through collaboration with government authorities, professional bodies, industry pioneers, and global organizations.
Grounded in a strategic and holistic approach, the training equips individual project professionals with innovative knowledge, insights, and skillsets to manage public projects more effectively. The primary goal is to strengthen the capacity for executing public works projects and to maintain a high standard of infrastructure development throughout Hong Kong.

Since 2022, PolyU has been designated as the PDCP programme provider. It is a privilege for us to work with the Development Bureau to improve the construction industry's performance and push it to new heights for three years in a row.

Module One sets the scene and overall direction of the program. It starts off with the emphasis on “Project Ownership” to the participants who are mostly senior professionals of Government Departments as well as private sector consultants and contractors. The importance of “Breaking out of Silo Mentality” is also introduced in this module. Understanding of the concepts is reinforced by local expert sharing on effective management of consultants through project ownership and international master inspiration on international best practices and case studies for project delivery.

The M2 module on Mastering Project Delivery equips participants with the skills to deliver exceptional value in their projects. It focuses on cost-consciousness, value co-creation, and value-driven delivery, using hands-on exercises and real-life case studies (including megaprojects) to build practical expertise. Participants gain a deep understanding of cost vetting and learn to confidently navigate project complexities, optimize resources, and exceed expectations.

Module 3 is related to advanced technology and innovations for construction project delivery. The module provides an opportunity for knowledge sharing and for establishing collaboration between academia and industry stakeholders.

Module Four looks into the construction industry beyond Hong Kong, with a special focus on its latest development in the Greater Bay Area and China Mainland as a whole. It will enable our trainees to have a holistic understanding of the construction industry in the nation, and explore the possibility of enhancing cross-regional collaboration in the industry to create societal benefit for all the cities involved.

This final module wraps up the whole program and concentrates on Leadership and Procurement. In particular, the relationship between “Leadership and Strategic Project Management” is discussed in detail. The notion of “leadership” is further demonstrated by sharing by commercial leaders with their real-life experience. The second part of the module includes inspiration by industry leaders on implementing innovative applications as well as alternative funding models for project procurement. The final session of the module will be dedicated to soliciting comments and recommendations from the participants on the whole 5-modules program in preparation for way forward and improvement.
