Summary

With unprecedented global momentum on green recovery, the Hong Kong citizens have a stronger expectation on further improvement of the general well-being, particularly ways to improve air quality and tackle air pollution.

Since the launch of the Clean Air Plan by the Environment Bureau in 2013, we have seen varying degrees of success to control multiple air pollutants and initiate systemic changes. Nevertheless, new and fundamental problems have also emerged in recent years. What is still inadequate to achieve clean air, and how should we define the success of the next phase of initiatives to clean the air of Hong Kong?

Clean Air Network, an independent NGO dedicated to driving behavioral change to improve Hong Kong’s air, published the Citizen Clean Air Plan in April 2021. It identified the Clean Air policy and systemic gaps observed in the past and set out the aspiration and blueprint to further clean air in the upcoming decade.

Our invited speaker from Clean Air Network will introduce this Citizen Clean Air Plan and brief us on how research and talent development can help to further clean air.

CEO, Clean Air Network

Patrick Fung is the Chief Executive Officer of the Clean Air Network, a non-profit organisation that dedicates its focus to clean up the air in Hong Kong. Since 2016, Patrick led Clean Air Network to spearhead public engagement programme to arouse conversation and actions on improving walkability, transport management and zero emission mobility in Hong Kong. Under Patrick's leadership, Clean Air Network has developed extensive collaboration with the air science, public health, urban planning professionals, and civil, international and business community. He currently serves in the steering committee of non-profit Walk DVRC, and was appointed by the HKSAR Government as expert member of the Air Quality Objectives Review Working Group during 2016-18.
