由深圳市政府主辦的首屆「光明科學城論壇·2023」今天完滿閉幕,理大校長滕錦光教授、行政副校長盧麗華博士、副校長(研究及創新)兼PReCIT主任趙汝恒教授、內地事務總監兼PReCIT核心成員陸海天教授及高等研究院院長陳清焰教授等多位理大高層就科技、產業發展、人才培育與合作交流等方面與各界展開豐碩研討。其中「深港澳協同創新論壇」由理大、深圳市科技創新戰略研究和技術轉移促進中心(深圳虛擬大學園管理服務中心)主辦,並由理大深圳研究院、理大科技及創新政策研究中心承辦,共同推動國家科技發展,促進香港發展成為國際創科中心。

Prof. Christopher CHAO and Dr Oscar CHAN of PolyU’s Policy Research Centre for Innovation and Technology (PReCIT) suggested conducting a quantitative risk assessment and a feasibility study to quantify the risks in formulating legislation that keeps up with green tech developments, in a bid to promoting hydrogen fuel-cell electric vehicles. Prof. Christopher CHAO, Vice President (Research and Innovation) of PolyU, shared the University's efforts in helping the city's reindustrialisation in a newspaper interview.  He also shared the achievements and developments of University's centres including Industrial Centre and Aviation Services Research Centre.  Besides, Prof. CHAO and Prof. Calvin WONG, CEO & Centre Director of AiDLab, shared how AI application can be used in the laboratories to foster the development of the fashion and textile industry. Leaders and experts share insights on green and innovative community at Green Deck forum

The forum “The Green Deck – Into the Green and Innovative Community”, co-organised by The Hong Kong Polytechnic University (PolyU) Policy Research Centre for Innovation and Technology (PReCIT) and the Green Deck Project Management Office, was held on the PolyU campus in a hybrid format on 15 March. In order to promote exchanges and collaboration across different sectors of society in building a green community, Mr Alex LUI, PolyU Green Deck Project Director; the Hon. Mr CHAN Han-pan, Legislative Council Member; Prof. LI Yuguo, Chair Professor of Building Environment of the Department of Mechanical Engineering of the University of Hong Kong; Prof. Edward NG, Professor of Architecture of the School of Architecture of the Chinese University of Hong Kong; and Dr William YU, Chief Executive Officer of World Green Organisation, were invited to share their views and insights on the Green Deck and on topics related to green living and green cities. The Green Deck is an innovative, community-based project to enhance the area around the Cross Harbour Tunnel Toll Plaza at Hung Hom. The forum aimed at deepening public understanding of the Green Deck and how the project can help to address the current environmental issues and revitalise the neighbourhood with a view to promoting green living. In his welcoming remarks, Prof. Christopher CHAO, PolyU Vice President (Research and Innovation) and Director of PReCIT said, “The HKSAR Government has always devoted tremendous efforts as well as investment into developing Hong Kong into a more liveable city. Active community participation also plays a very important role in this. A liveable and comfortable living environment benefits Hong Kong in attracting more global talents to work and settle in our city, and encourages international enterprises to start their businesses here.” Mr Alex Lui said the Green Deck is an innovative social project which will bring long-term benefits to the neighbouring communities. It exemplifies how precious urban land can be used in a smart and sustainable way by revitalising an unremarkable urban district into a green and vibrant community area. To achieve a smart environment, the Green Deck as well as similar social projects require the support and participation of a smart community and a smart government. Mr Chan Han-pan suggested that a community network directly affects residents’ quality of life and economic development, and that sometimes a small step can bring major changes to a community. The two successful initiatives of Sai Lau Kok Garden in Tsuen Wan and Central Market demonstrated ways to inject new impetus into a community. Because of the Cross-Harbour Tunnel Toll Plaza separating the two districts, Hung Hom and Tsim Sha Tsui East face the problem of a disconnected community network, which has led to the two districts lagging behind others in relative terms. It is believed that the Green Deck will benefit the enhancement of community connectivity, which in turn will further foster the economic development of Hong Kong and bring positive impacts on the local traffic in the districts. Prof. Li Yuguo said, according to the Hong Kong Observatory, since 1993, at 0.28°C per decade, Kowloon has warmed faster than before, while at the same time Kowloon air has become more humid. This trend has accelerated over the last 20-30 years, a trend for which city-wide efforts are needed to stop or reverse. City-scale challenges can only be tackled by the concerted efforts of everyone involved. Prof. Edward Ng said that, due to more intense, frequent and longer heat waves resulting from climate change, the number of very hot days in Hong Kong is expected to increase to over 100 days a year. Prolonged heat waves not only bring higher heat-related mortality, but also can affect a person’s psychological well-being. Creating green-blue space in the urban living environment of a high-density city is a necessary mitigation measure. Dr William Yu said that the Green Deck would not only enhance climate resilience and improve the quality of life for city dwellers through the provisioning of recreational benefits and ecosystem services as an added value, but also provides a linkage with ecosystem-based adaptation into climate change. Not limited to universities, Hong Kong needs to consider how to make good use of green finance instruments (resilience investment) to speed up the transformation from grey to green infrastructure, thus mitigating the impact of extreme weather events, and so decreasing the need for the insurability of biodiversity and climate risks. ***END*** Media Coverage (Chinese only): Sing Tao Daily: Link

Representatives of The University of Warsaw visits PReCIT

Representatives of The University of Warsaw (UW) visited PolyU on 8 – 10 March 2023.   They also visited PReCIT to have a meeting with Prof. Christopher CHAO, Vice President (Research and Innovation) and Director of PReCIT, Prof. Eric CHUI, Head of Department of Applied Social Sciences and Co-Director of PReCIT, and Dr Chili WU, Manager of PReCIT.  Prof. CHAO introduced the background and development of PReCIT as well as the annual plan in 2023 to the guests.  In addition, the PReCIT team and the representatives of UW talked about and explored the collaboration opportunities in the future. On the first day of the visit, the representatives of UW signed a Memorandum of Understanding (MoU) with PolyU, aiming to foster a strategic cooperation and collaboration between Department of Applied Social Sciences and UW.  For more details, please refer to https://polyu.hk/fXNBw.

Eco City Foundation visits PReCIT to jointly promote Eco-technology Education

Eco City Foundation delegation visited PReCIT to exchange views on I&T policies and education and explore closer collaboration opportunities. Prof. Christopher CHAO, Vice President (Research and Innovation) and Director of PReCIT, introduced the mission of PReCIT, some of the recommendations on HK’s I&T development and the centre’s upcoming research projects and events to the guests. Mr NG Wun Kit, Co-Founder & Director of Eco City Foundation, expressed the need for nurturing local I&T talents for Hong Kong, and more education on environmental protection is necessary for sustainable development. The Foundation looks forward to co-organise events with PReCIT related to youth education, startups and environmental technology in the region.Eco City Foundation aims to enhance eco-education among high school students. Committee members comprise leaders from listed companies, Hong Kong Youth & Tertiary Students Association, and the World Green Organisation. Prof. Eric CHUI, Head of the Department of Applied Social Sciences and Co-director of PReCIT, Prof. LU Haitian, Director of the Mainland Development Office and core member of PReCIT, PolyU, and Dr Chili WU, PReCIT Manager extended a warm welcome to the delegation and initiated fruitful discussion on fostering Hong Kong’s education and I&T development.

PolyU and MCMIA co-organise university-industry collaboration forum to drive Chinese medicine innovation in the GBA

The “University-Industry Collaboration on Chinese Medicine Innovation Forum” co-organised by the Research Centre for Chinese Medicine Innovation (RCMI), Policy Research Centre for Innovation and Technology (PReCIT), and The Modernized Chinese Medicine International Association, bringing over a hundred academic and industry leaders from the GBA to discuss how to deepen collaboration to promote CM development and grasp the research and business opportunities in the GBA. The recommendations will be submitted to the Government during the 2023 Policy Address public consultation. Prof. Wing-tak WONG, Deputy President and Provost of #PolyU, said, “The HKSAR Government has always been supporting the research and development of Chinese medicine. The additional funding added to the Chinese Medicine Development Fund in the 2023-24 Budget and the expected opening of the first Chinese medicine hospital in the year 2025 will promote CM as an increasingly integral part in Hong Kong’s healthcare system. Furthermore, the GBA’s development brings invaluable opportunities for the local CM industry. Prof. Christopher CHAO shared his views on the microelectronics industry development in SCMP

Developing the microelectronics industry is part of the government’s wider plan to transform the city into an international innovation and technology (I&T) hub.  South China Morning Post cited a government source that the Microelectronics Research and Development Institute under the plan of the 2023-24 Budget aims to develop the local production of chips and semiconductors for the manufacture of electric cars with a main focus on integrated circuit packaging and third-generation semiconductors. On developing the microelectronics industry, Prof. Christopher CHAO, Vice President (Research and Innovation) of PolyU, said Hong Kong needed to work hard to attract talent in the semiconductor field and acquire chip equipment given the West’s curbs targeting the Mainland.  He added it was better for Hong Kong to focus its semiconductor ambitions on a single area such as quantum computing rather than pursue a broad range of chip production.
