On 19 December 1984, the Chinese and British governments signed the Sino-British Joint Declaration, in which the British government agreed to restore Hong Kong to China in 1997. At the same time, the Chinese government agreed to re-establish Hong Kong as a Special Administrative Region, known as the “Hong Kong Special Administrative Region” (HKSAR) that would follow the principle of “one country, two systems”. Most importantly, the HKSAR would “enjoy a high degree of autonomy and be vested with executive, legislative and independent judicial power”.
