The Council has set out clear definitions and approval/modification processes of policy and policy implementation mechanisms as follows:

Policy

‘Policy’ refers to the major principles based on which the University shall be governed and managed. It shall include stipulations on the objective of the ‘Policy’, the designation of authority to the President to establish ‘Regulations’ for the implementation of such ‘Policy’, and its effective date.

A ‘Policy’ shall be established, modified, substituted or abolished upon the decision of the Council. It shall remain in force unless or until otherwise determined by the Council.

Any proposal to establish, modify, substitute or abolish a ‘Policy’ will normally be submitted by the President to the Council upon the endorsement or initiation of Council’s Executive Committee. The Executive Committee may, when deemed appropriate, submit such a proposal on its own initiative.

Regulation

‘Regulation’ refers to the manners and mechanisms to be used by the University Management and its academic departments and non-academic units for the purpose of implementing a specific ‘Policy’ or part thereof. It shall include stipulations on the objective of the ‘Regulation’, how related matters or activities will be conducted, the approval authorities to decide the matters concerned, the offices or executives responsible for implementing the ‘Regulation’ concerned, and its effective date.

A ‘Regulation’ shall be established, modified, substituted or abolished upon the decision of the President. It shall remain in force until or unless otherwise determined by the President.

Any proposal to establish, modify, substitute or abolish a ‘Regulation’ shall be submitted by the party/academic department/non-academic unit initiating the proposal to the President.

Procedure

‘Procedure’ refers to the process and operating details to be used for the purpose of implementing a ‘Regulation’ by the University Management and its academic departments and/or non-academic units. It shall include stipulations on the objective of the ‘Procedure’, a step-by-step process to be used to conduct the activities concerned, the approval authorities, the offices or executives responsible for implementing the ‘Procedure’ concerned, and its effective date.

A ‘Procedure’ shall be established, modified, substituted or abolished upon the decision of the President or his/her designated delegate. It shall remain in force until and unless otherwise determined by the President or his/her delegate.

Any proposal to establish, modify, substitute or abolish a ‘Procedure’ shall be submitted by the party/academic department/non-academic unit initiating the proposal to the President.

Guidelines

‘Guidelines’ are the non-regulatory supplements to ‘Regulation’ and/or ‘Procedure’. ‘Guidelines shall provide major guidance to academic departments and/or non-academic units for their proper conduct of the University’s major activities which will have significant impact on its well-being and on its community. ‘Guidelines’ are primarily recommendations and need not be rigidly complied with, in order to provide adequate autonomy and flexibility for the departments and/or units concerned.
