The Education Bureau is responsible for formulating, developing and reviewing policies, programmes and legislation in respect of education from pre-primary to tertiary level. The Bureau also oversees the effective implementation of educational programmes.
The Bureau monitors the quality of higher education through the University Grants Committee (UGC). The UGC is, therefore, the principal channel of communication between the Education Bureau and the UGC-funded universities.
